The stated goal is a zero-trust execution path that doesn't depend on a model's shifting interpretation of an ambiguous ethics statement. Real evidence of it in use already exists on this page one level down: Execution-Governed's own audit report names 'TSCG deterministic tamper detection' as an operating mechanism inside that working service — stronger evidence than the standalone grammar's own documentation alone provides.
