The governance contract requires every binding policy to resolve to an identified constitutional record authorized through the Codex Deus Maximus domain. Signed packaging and runtime Code Store enforcement remain separately evidenced capabilities.
Historical nomenclature: preserved source documents may use names such as Codex Deus Monolith. The current public role name is Codex Deus Maximus; those historical names do not establish that the corresponding runtime implementation is qualified.
